I don’t think anyone took bin Ladin seriously before 9/11. Clinton passed on a chance to nail bin Ladin in Pakistan, but in all fairness, the name didn’t mean then what it does now. He probably figured the world criticism of him and our “assassins” wouldn’t be worth it. Bush had no reason to take him any more seriously than Clinton did before 9/11.
