Florida beach vacation.which location do you think is best?

Middle class family vacation to a safe but fun beach in FL. Thinking of Panama City or Destin. Kids love the ocean and like to go to shops and miniature golf in the evenings or other fun attractions. Would like a good hotel/location suggestion. Beachfront a must. Went to Myrtle Beach, SC last and hated it. Someone got shot on the street while we were there! We are scarred for life. Please suggest a good place for us. thanks!!!
